What Is PSARA?
The Private Security Agencies (Regulation) Act, 2005 — commonly known as PSARA — is the central legislation that mandates every private security agency in India to obtain a license from the state's Controlling Authority. Operating without a valid PSARA license is a criminal offense under the Act.
Key Requirements Under PSARA
To obtain and maintain a PSARA license, security agencies must comply with several stringent conditions:
- Background Verification: All security guards must undergo police verification through the District Magistrate's office before deployment. This includes character and antecedent checks.
- Training Mandate: Guards must complete mandatory training as per the syllabus prescribed by the Bureau of Police Research and Development (BPR&D). This includes basic security skills, fire safety, first aid, and legal awareness.
- Licensing Fee and Renewal: The license is typically valid for five years and must be renewed with updated documentation and proof of continued compliance.
- Uniform and Identification: Agencies must issue standardized uniforms and photo ID cards to all personnel. Firearms, if deployed, require separate arms licenses.
